On June 4, 2026, the Eurasian Economic Commission, jointly with the United Nations Economic Commission for Europe (UNECE), held an international online seminar on developing electronic document flow in cross-border multimodal supply chains, including through the application of standards for electronic data exchange and ensuring their compatibility, as well as on creating digital transport corridors. The event’s agenda also touched on some issues related to developing a “single window” mechanism in the Eurasian Economic Union States.
The seminar, organized by the EEC Trade Policy Department jointly with the EEC Transport and Infrastructure Department, involving the Commission’s Customs Cooperation Block, was attended by over 100 experts from the Union countries – representatives of public authorities, transport and customs services, the business community, and IT companies.
The discussion was devoted to applying the UN CEFACT standards for digitalizing multimodal data exchange and establishing digital transport corridors. At the same time, the participants discussed relevant matters of implementing a standard model for a national “single window” mechanism within the foreign trade regulation system, as well as creating a data matrix as a priority tool for developing the “single window” mechanism.
Sergei Mozer, Deputy Head of the Advanced Customs Technologies Division of the EEC Department of Customs Legislation and Law Enforcement Practice, made a presentation and report on «The EEU methodological approaches to the formation of a Data Matrix as a priority tool for the development of a Single Window mechanism».
He noted that the developed methodological approaches to creating a Data matrix are excellent tools for analyzing the distribution of data (electronic documents) during export, import, and transit operations across business processes by business entities, mode of transport, regulatory areas, and data distribution, taking into account the advanced and digital technologies used. The developed methodology allows for obtaining a snapshot of information on digital services implemented in EEU Member States for economic entities within the framework of national single window mechanisms.

The UNECE and EEC experts presented specific approaches to adapting global standards to the Union’s conditions, considered examples of pilot projects, and discussed methodological tools for implementing compatible systems of electronic document flow.
Following the seminar, recommendations were formulated on further support for the Member States’ regional initiatives, and arrangements were reached to hold a series of webinars on specific topics identified during the discussion that are of practical interest.
