On September 20, 2023, the XIV International Scientific and Practical Conference «Russian Customs Academy: integration of science and practice in the field of customs» was held at the Russian Customs Academy.
Objectives of the conference: discussion of current issues in the areas of development of customs, improvement of the system of training, retraining and advanced training of customs specialists in modern conditions. The program of the scientific event can be found at the link.
The event was attended by representatives of customs authorities, as well as the staff of the academy and academic circles.
From the Eurasian Economic Commission (EEC), Sergei Mozer, Deputy Head of the Division of Advanced Customs Technologies of the Department of Customs Legislation and Law-Enforcement Practice, Ph.D., took part in the conference. The EEC representative made a presentation «Data Matrix as a tool for improving customs regulation and trade facilitation».
In his speech, he announced the results of a previously conducted case study as part of the preparation of the Strategic Plan for the Development of Customs Administration and Regulation until 2025, as well as an analysis carried out by the EEC on the level of development of customs regulation in the EAEU Member States, including the digitalization of the activities of customs authorities. Special attention was paid to systematized indicators of automation and digitalization of customs regulation.
During the report, Sergei Mozer revealed legal, as well as scientific and methodological approaches to creating a data matrix on foreign economic activity with the aim of subsequently reengineering redundant business processes that exist throughout the supply chain of goods. Problems, tasks, proposed conceptual apparatus, principles for constructing a data matrix and approaches to constructing reports on data distribution are voiced. Along with this, its structure is presented and appropriate explanations are given.
The EEC expert also presented a technical solution for the implementation of the project, which is planned to be implemented by the Commission in the near future.
