We bring to your attention the Guide «Advanced Customs Technologies (International Legal Aspect)», 2025. The research paper was published by the Higher School of Economics in September 2025.
This Guide examines the practical aspects of the application of advanced customs technologies by the international customs community. The material is based on an analysis of the experience of the Eurasian Economic Union, the World Customs Organization, and the Asia-Pacific Economic Community.
Authors of the study:
Ruslan Davydov, Member of the Board (Minister) in Charge of Customs Cooperation of the Eurasian Economic Commission;
Sergei Mozer, Deputy Head of the Advanced Customs Technologies Division of the Department of Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission.

The results were presented at the 249th/250th sessions of the Permanent Technical Committee of the World Customs Organization on October 28, 2025, at the WCO Headquarters, and on December 17, 2025, at the Faculty of World Economy and International Affairs of the Higher School of Economics.
The Guide may be useful to a wide range of specialists in the field of international customs cooperation and improving customs regulation based on international standards. It can be used by researchers, teachers, students, postgraduate students, and other categories of students at universities and WCO regional training centers, as well as specialists from customs and other executive authorities in the EEU member states, and EEC experts, to organize and implement mutually beneficial customs cooperation between the EEC and the WCO.
