RUSLAN DAVYDOV SPOKE ABOUT ADVANCED CUSTOMS TECHNOLOGIES IN THE EEU

Ruslan Davydov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission, made a presentation «The Eurasian Economic Commission’s Organizational and Legal Approaches to Developing Digital Customs within the Framework of the World Customs Organization’s Smart Customs Projects and the Working Group on ICT».

The report emphasized the importance of EEU projects to digitalize customs and implement innovative technologies. These include the development of a unified customs transit system, the use of navigation seals, the creation of a single-window mechanism, and infrastructure modernization.

Particular attention was paid to the role of the Eurasian Economic Commission in developing international cooperation and participating in World Customs Organization projects to improve the legal framework and technical means related to the development of the smart customs concept.

Ruslan Davydov emphasized the importance of interaction between government agencies and the expert community in shaping the correct perception of the EEU’s integration activities. According to him, such cooperation promotes the EEU’s achievements among an international audience and strengthens the Eurasian Economic Union’s position internationally.

Furthermore, the EEC Minister detailed the development of the Guide «Advanced Customs Technologies (International Legal Aspect)», which was presented to international experts at the sessions of the World Customs Organization’s Permanent Technical Committee in October 2025. Experts praised the study, noting its contribution to systematizing and disseminating best practices for implementing modern technologies in customs administration.

Sergei Mozer, Deputy Head of the Advanced Customs Technologies Division, Department of Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission.

Following his speech, Ruslan Davydov noted that the Commission’s work is aimed at improving the efficiency and transparency of customs administration, introducing innovative approaches, and achieving a high level of mutually beneficial cooperation in the region.
