SCIENTIFIC AND METHODOLOGICAL APPROACHES TO STRATEGIC PLANNING FOR THE DEVELOPMENT OF CUSTOMS REGULATION IN THE EAEU UNTIL 2040

On April 11, 2023, the International Scientific and Practical Conference of the Faculty of Customs of the Institute of Law and National Security of the RANEPA was held on the topic: “Actual issues of customs administration in the context of digital transformation”.

The event was attended by representatives of academia and experts from the business community.

Sergei Mozer, Deputy Head of the Division of Advanced Customs Technologies of the Department of Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission, Ph.D. made a presentation on the topic “Scientific and methodological approaches to strategic planning for the development of customs regulation in the EAEU until 2040”

During the report on the subject of the study, he expressed his private point of view, which is not associated with his professional activities.

In his speech, he described the Strategic Directions for the Development of Eurasian Economic Integration until 2025 in terms of improving customs regulation, as well as the results achieved in 2023. Along with this, he presented the findings of a case study as part of the preparation of a Strategic plan for the development of customs regulation until 2025.

The speaker also announced the scientific and methodological approaches developed to analyze the level of development of customs administration in the EAEU Member
States, referring to the formed indicators and characteristics, including as part of the development of the digital customs institution (automation of customs administration, national projects of the EAEU, the “single window” mechanism, e-commerce, customs infrastructure, customs control, copyright protection, customs declaring, digital customs technologies, smart checkpoint).

During the speech Sergei Mozer drew attention to the need to study the best practices of customs administration, international experience, including legal instruments and tools of the World Customs Organization, in the creation of strategic planning documents in the EAEU in the field of customs regulation. In particular, the author spoke about the set of EU Customs Blueprints and the study “The Future of Customs in the EU 2040” conducted by foreign scientists.

Among the promising areas (activities) of strategic planning, Sergei Mozer, in a scientific context, proposed to consider the initiative to create a set of customs standards in the EAEU (taking into account international experience), as well as a new customs operating model based on the principles of data, process and change management.

The presented report aroused interest among the conference participants.
