Дорогие друзья, коллеги!

Автор исследования – Сергей Мозер, старший научный сотрудник Научно-исследовательского института Российской таможенной академии, кандидат юридич. наук.

The World Customs Organization (WCO) participated in the 30th Anniversary of the International Federation of Customs Brokers Association (IFCBA), held in Singapore, on 12 and 13 December 2022. The conference brought together 45 customs brokers from Africa, the Americas and Asia-Pacific, representing countries at different levels of development, with large and small companies, whose experience in using the Harmonized System (HS) is also quite different.
During the 12th Session of the Capacity Building Committee (CBC 12), delegates requested the Secretariat to explore the use of a comprehensive and consistent evaluation model that could be applied to the WCO learning and development activities. To this end, the WCO, in consultation with its members and partners, has embarked on the development of a guide on how to evaluate WCO training and development activities, including a range of tools, templates and guidelines for carrying out the evaluation at different levels, based on a result/impact assessment approach.
The 21st Meeting of the Administrative Committee for the Convention on Temporary Admission (Istanbul Convention) and the 18th Meeting of Contracting Parties to the Customs Convention on the ATA Carnet for the Temporary Admission of Goods (ATA Convention) were held jointly on 14 November 2022 in a hybrid mode, attended by approximately 140 delegates from 33 Contracting Parties to the Istanbul Convention and 31 Contracting Parties to the ATA Convention, as well as by 14 observer WCO Members and 5 International Organizations.
From 9 to 11 November 2022, the World Customs Organization (WCO) organized the first meeting of the Working Group on Data and Statistics (WGDS) in a hybrid mode, at the WCO Headquarters in Brussels, Belgium. The meeting, which follows the WCO’s Council decision in June 2022, was attended by over 80 representatives of Member administrations who actively contributed to the discussions around statistics and data sharing. A similar number of participants attended the event virtually.
On 2 November 2022, at the invitation of the Global Development Network (GDN), a worldwide network of research and policy institutes related to the contemporary development challenges, the Secretary General of the World Customs Organization (WCO), Dr. Kunio Mikuriya, spoke on Customs research agenda at the 2022 Global Development Conference: Tax Policy for Sustainable Development, held from 2 to 4 November at Clermont-Ferrand, France.
