ACTUAL ISSUES OF CUSTOMS COOPERATION BETWEEN THE EURASIAN ECONOMIC COMMISSION AND THE WORLD CUSTOMS ORGANIZATION

On September 26, 2023 the Institute of Foreign Economic Security and Customs of the Peoples’ Friendship University of Russia named after Patrice Lulumba (RUDN) held an on-line seminar on the topic “Customs: international, integration and national legal regulation.” The seminar participants are 4th and 5th year students of the university.

At the invitation of the scientific event organizers, Sergei Mozer, Deputy Head of the Division of Advanced Customs Technologies of the Department of Customs Legislation and Enforcement Practice of the Eurasian Economic Commission (EEC, Commission), Ph.D. in law, made a report and presentation. The topic of the report is “Actual issues of customs cooperation between the Eurasian Economic Commission and the World Customs Organization.”

The EEC representative spoke about the legal aspects of customs cooperation between the Commission and the international customs community and, above all, with the World Customs Organization (WCO). University students became familiar with the institutional aspects of the functioning of the WCO, its structure, specifics of work, technical committees, as well as the range of tasks to be solved.

Special attention was paid to the areas and forms of interaction between the Commission and the WCO, the positive results of cooperation, as well as the specifics of the EEC’s participation in the work of the working bodies of this international customs organization.

Sergei Mozer described the Strategic directions for the development of Eurasian economic integration until 2025 in terms of cooperation with the WCO, and touched upon issues related to the prospects for the EAEU membership in the WCO and the Union’s accession to its fundamental legal instruments and tools. Along with this, RUDN students got acquainted with current issues of the functioning of the Working Group on interaction with the WCO, created in the Union in 2022.

The expert spoke about the ongoing work of the WCO with the participation of the Commission on the modernization of the International Convention on the Simplification and Harmonization of Customs Procedures (Kyoto Convention). He dwelled in detail on the study of the WCO legal instruments and tools, the results obtained, as well as methodological approaches to revise the Kyoto Convention.

The presentation was accompanied by examples from practice, which aroused the interest of the seminar participants.

Representatives of the university expressed gratitude, as well as hope for continued cooperation within the educational process.
