IMPROVEMENT OF CUSTOMS REGULATION IN THE EEU BASED ON THE WCO LEGAL INSTRUMENTS AND TOOLS: THEORY AND PRACTICE

On May 30, 2023, at the Institute of Law and National Security, as part of the implementation of project-based learning, an open lecture was held for students of the Customs Faculty on the topic: “Improvement of customs regulation in the Eurasian Economic Union based on the legal instruments and tools of the World Customs Organization: theory and practice”.

The lecturer was held by Sergei Mozer, Deputy Head of the Department of Advanced Customs Technologies of the Department of Customs Legislation and Law Enforcement Practice of the Eurasian Economic commission (EEC), Ph.D. in Law, who professionally studies the issues of improving customs regulation in the Eurasian Economic Union (Union) in the framework of cooperation with the World Customs Organization (WCO).

During the open lecture, students got acquainted with the theoretical and practical aspects of the functioning of the Union, including the issues of improving customs regulation. Special attention was paid to the question of interaction between the EEC and the WCO working bodies to modernize the legal instruments and tools of this international customs organization. The lecturer drew attention to the need to study advanced WCO tools in the framework of improving customs administration in the Union, as well as the educational process of university students.

Sergey Mozer dwelled on the practical aspects of cooperation between the EEC and the WCO on a wide range of issues of customs cooperation, and also paid special attention to the theoretical and practical aspects of the implementation of clause 11.7.5 of the Strategic Directions for the Development of Eurasian Economic Integration until 2025 in terms of interaction with the WCO: Union membership in the WCO and accession to its basic legal documents.

Along with this, the speaker announced his conceptual vision and scientific and methodological approaches to strategic planning for the development of customs regulation in the EAEU until 2040, as well as a methodology for analyzing the level of development of customs regulation in the EAEU Member States.

The lecture aroused interest among students and teachers of the Institute of Law and National Security, and cooperation in the educational field will be continued.
