Dear friends,
We will not surprise anyone if we say that in the current conditions of the development of Eurasian economic integration, the issues of improving customs regulation and trade facilitation are associated with a digital agenda, the creation of a digital ecosystem, legal instruments and projects corresponding to them. Along with this, the issue of digital transformation of the state continues to be relevant.
In this regard, I draw your attention to the information resource of the Eurasian Economic Union «Digital Agenda of the Eurasian Economic Union» (EAEU, the Union). It accumulates information about the digital agenda of the Union, the regulatory framework, projects implemented in the Union, business processes, and expert platforms.
Among the projects we see 4 positions:
- Ecosystem of digital transport corridors of the Eurasian Economic Union.
- Unified search system «Work without borders».
- Digital technical regulation within the framework of the Eurasian Economic Union.
- Eurasian network of industrial cooperation, subcontracting and technology transfer.
The development of the institution of digital (smart, intellectual) customs is not included in this list. This does not mean at all that such work is not carried out at the expert level in the Union. We only state the fact that there is no independent project in the EAEU, which is associated with digital customs.
As part of a comparative analysis of the international experience of customs and economic unions in terms of the formation of a digital agenda, we turn our attention to the information platform of the European Commission «Shaping Europe’s digital future». Here is a library on the subject of digitalization of various areas of regulation in the economic union, as well as areas of work on topics such as the digital economy, advanced digital technologies, digital society and international cooperation on digitalization issues.
A separate block is devoted to legal instruments and materials of electronic customs.
GENERAL CONCLUSIONS:
- A promising project «EAEU Digital Agenda» is being implemented in the EAEU, which can be found at the link.
- The mentioned digital agenda does not cover the institution of digital customs.
- The European institutions are successfully implementing the «Shaping Europe’s digital future» project, which can be found here.
- Along with this, there is a project electronic customs (link).
- The digital agenda of the EAEU requires modernization through the formation of an independent project «EAEU Digital Customs», for which it is necessary to create appropriate expert platforms in the Union, as well as legal instruments, for example, the Concept of developing digital customs in the EAEU.
- The above information resources can be used in the preparation of analytical materials and scientific research on the issues of digitalization of modern customs, the economy and digital transformation in general.
