The 14th edition of the annual WCO PICARD Conference, which ran from 22 to 24 October 2019 in Skopje, North Macedonia, ended on a high note after three days of presentations by speakers whose research was evaluated and selected by a Scientific Committee, followed by fruitful discussions among the participants.

Opening of the WCO’s 79th Fellowship Programme
The 79th WCO Fellowship Programme, intended for English-speakers, was launched in Brussels on Monday 23 September 2019.
This Programme forms part of the WCO’s initiatives to develop the management capacities of Member administrations in support of Customs Reform and Modernization programmes. It is designed to provide promising young managers from Member administrations with access to and further familiarization with WCO and international standards, tools and instruments, but also with training in supervisory and management techniques, so as to help them carry out reform and modernization within their respective administrations in a dynamic and sustainable manner.
PSCG meets ahead of the SAFE Working Group
Members of the Private Sector Consultative Group (PSCG) met on 21 and 22 October 2019 to prepare for dialogue with Customs administrations representatives attending the WCO SAFE Working Group on 23 October 2019.
The Heads of Regional Training Centres in Asia/Pacific gathered to discuss the way to further contribute to the region
The 17th Meeting of the Heads of Asia/Pacific WCO Regional Training Centres (RTCs) was held at the Customs Border Control Training Institute (CBCTI) in Cheonan, Korea, on 25-26 September 2019. The meeting was opened by Dr. Anna Cho, Director General of the CBCTI and was chaired by Mr. Jae-ho Jung, Director of Multilateral Cooperation Division of the Korea Customs Service. The Heads of the six RTCs in the region (namely RTC Fiji, RTC Hong Kong China, RTC India, RTC Japan, RTC Korea and RTC Malaysia), representatives from the WCO Secretariat, Asia/Pacific Vice-Chair Office and Asia/Pacific Regional Office for Capacity Building (ROCB A/P) participated in the meeting, as well as an observer from Indonesia Customs.
Successful conclusion of the 1st WCO Global Communication Strategies Conference in Brussels
The 1st edition of the WCO Global Communication Strategies Conference with the theme “Communicating seamlessly in the digital age” concluded in Brussels, Belgium on 9 October 2019. This Conference ended on a high note after two days of thought-provoking presentations over eight sessions animated by 48 communications experts from Customs administrations, international organizations and the private sector, which were followed by dynamic discussions.

EXCHANGE OF EXPERIENCE WITH THE CUSTOMS ACADEMY OF INDIA

On September 16 – 20, 2019, a delegation of the National Academy of Customs, Excise and Narcotics of the Republic of India (NACEN), led by Director General D. Singh, visited the Russian Customs Academy, the Canine Center of the Federal Customs Service of Russia, and the St. Petersburg branch of the Academy.
