With great pleasure we present to your attention another study (Guide) «Legal Instruments and Tools of the World Customs Organization», which reveals current issues of the functioning of the World Customs Organization (WCO) in the context of creating and improving modern legal instruments and tools of customs regulation. The author of the Guide is Sergei Mozer, Senior Researcher at the Research Institute of the Russian Customs Academy, which is the WCO Regional Training Center.

To date, the WCO is a serious international structure under the auspices of which the international customs community creates modern standards and legal means of customs administration. The WCO Secretariat headed by the Secretary General provides invaluable assistance in this process.

This study is one of the first to systematize all the WCO instruments and tools in the context of the institutions of customs law. The publication of this Guide is a consequence of the author’s participation in the work of the Revised Kyoto Convention Management Committee, as well as the Working Group on the Comprehensive Review of the Revised Kyoto Convention.

On March the 1st, 2021, this Guide was presented by the author at the WCO Headquarters to the attention of the WCO experts at the 24th session of the Revised Kyoto Convention Management Committee.

In this context, we continue to share our experience and knowledge, sincerely hoping that they can be useful for a wide audience – practitioners of Customs authorities, students, graduate students as well as interested persons who study the World Customs Organization and issues of international customs cooperation, legal means of customs regulation and trade facilitation.

Note: The Guide presents methodological approaches for the classification of legal instruments and tools of the World Customs Organization in the context of customs law institutions, which were developed over the period 1953 – 2020. It also contains the results of a practical analysis of legal means. It is analyzed the general dynamics of the creation of the WCO legal instruments and tools; it is represented the analysis of legal instruments and tools in the context of their forms, types and proposals (concepts) for the revision of the Kyoto Convention; institute of digital customs, as well as topical issues of customs regulation. Within the framework of the study, the practical proposals were formulated for the analysis of the standards of the World Customs Organization.
