
On March 19, 2024, the All-Russian scientific and practical conference “Prospects for the development of customs regulation in the context of digitalization and automation” was held. The organizer of the event is the Siberian State Transport University.
The purpose of the conference is to summarize scientific and practical experience in the development of customs regulation in the context of digitalization and automation. The conference was held in a mixed format. As part of the scientific event, a plenary session, a section of the faculty of advanced training, as well as a master class with the participation of customs officials were held.

The conference was attended by Sergei Mozer, Deputy Head of the Division of Advanced Customs Technologies of the Department of Customs Legislation and Enforcement Practice, Ph.D. He presented a report on the topic “Organizational and legal approaches for demonstration of pilot projects for the implementation of national single window mechanisms in the Member States of the Eurasian Economic Union.”
The speaker drew attention to paragraph 9.4. of Strategic directions for the development of Eurasian economic integration until 2025 (hereinafter referred to as Dtrategic directions) in terms of the Commission’s work, together with the EAEU Member States, to develop priority tools for implementing the “single window” mechanism in the foreign trade regulation system. Attention was drawn to the implementation of such an event in the Implementation Plan of the Strategic Directions as “organization of events aimed at demonstrating pilot projects for the implementation of national single window mechanisms in order to ensure their future interoperability and the possibility of data exchange.”
Sergei Mozer revealed the relevance of the issue of demonstrating pilot projects, focused on possible methods of implementation, general approaches, goals, objectives and forms of implementation of the planned event.
Along with this, the speaker voiced possible elements for demonstrating pilot projects, one of which is a demonstration of pilot projects in terms of functionality, as well as service functions of the national single window mechanism, defined in the Reference model of the national single window mechanism in the foreign economic activity regulation system.” , approved by the Decision of the Eurasian Intergovernmental Council dated April 30, 2019 № 6 “On the Description of the Reference model of the national single window mechanism in the system for regulating foreign economic activity” in accordance with the survey form.
