EEC AND THE EMBASSY OF THE PEOPLE’S REPUBLIC OF CHINA DISCUSSED CURRENT ISSUES OF E-COMMERCE

Issues of developing electronic commerce between the Eurasian Economic Union and the People’s Republic of China were discussed at a meeting at the headquarters of the Eurasian Economic Commission. The event was attended by representatives of the customs and trade blocs of the Commission, as well as the Chinese Embassy in Russia.

Among the main topics are the reduction of the duty-free threshold and the accrual of VAT in relation to retail goods imported into the territory of the EAEU through cross-border e-commerce, as well as their customs administration. Special attention was paid to organizing the second meeting of the Subcommittee on Customs Cooperation and Trade Facilitation, within the framework of which it is planned to consider a wide range of customs cooperation issues with Chinese colleagues.

The EEC pays serious attention to the development of trade and economic relations of the Union with its leading trading partners and integration associations, including the sustainable development of cross-border electronic commerce between the EAEU and China. And the creation of an effective mechanism for the customs administration of e-commerce goods is of great economic importance in the current conditions of development of Eurasian integration, including within the framework of cooperation with the Chinese side.

On June 20, 2023, the Commission Board adopted Order № 88 “On the Draft Agreement on Electronic Commerce in the Eurasian Economic Union,” and on June 23, 2023, the Commission Council adopted Order № 20 “On the Draft Protocol on Amendments to the Treaty on the Customs Code of the EAEU dated 11 April 2017″, which provides for new legal regulation for goods purchased by citizens using Internet resources.
