SCIENTIFIC AND METHODOLOGICAL APPROACHES TO ASSESS THE LEVEL OF DEVELOPMENT OF CUSTOMS REGULATION IN THE MEMBER STATES OF THE EURASIAN ECONOMIC UNION

On March 3, 2023, the North-Western Institute of Management of the RANEPA St. Petersburg hosted a scientific and practical conference «Actual issues of security and customs: new challenges and prospects» (Program).

Note: the event was attended by representatives of the RANEPA, the Russian Customs Academy, including its St. Petersburg branch, St. Petersburg State University of Economics, Omsk State Transport University, the Academy of Public Administration under the President of the Kyrgyz Republic (Kyrgyz Republic), University of Economics named after G.V. Plekhanov, Kulyab State University named after Abuabdullahi Rudaki (Republic of Tajikistan), Tajik State Financial and Economic University (Republic of Tajikistan), Research Institute of Public Administration and Public Administration of the Academy of Public Administration under the President of the Republic of Tajikistan (Republic of Tajikistan), St. Petersburg State University of industrial technologies and design, as well as the Administration of the Governor and the Government of the Leningrad Region, St. Petersburg.

As part of the scientific event, a report was made by Sergei Mozer, Deputy Head of the Division of Advanced Customs Technologies of the Department of Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission (Commission), Senior Researcher at the Research Institute of the Russian Customs Academy.

Topic of the report: «Scientific and methodological approaches to assess the level of development of customs regulation in the Member States of the Eurasian Economic Union».

Sergei Mozer expressed his private point of view on the need to develop and adopt by the Commission authorized bodies a methodology for assessing the level of development of customs regulation in the EAEU. During the report, the experience of the World Customs Organization was presented, in particular, WCO Working Group on Performance Measurement, the EU approaches were analyzed, as well as the tested methodological tools in the EAEU.

The author expressed his personal opinion on the need to create a EAEU Code of Customs Standards, as one of the main priorities in the subsequent development of a new strategic planning document, which sets the main vectors for further integration in the Union in the medium and long term for the development of customs regulation, for example, from 2025 to 2040 years.
