Goshin Vladimir Anatolyevich

Member of the Board – Minister in charge of Customs Cooperation

Born in 1962. Graduated from the Minsk State Pedagogical Institute of Foreign Languages in 1984 and the Russian Customs Academy in 1999. Master in Law, Associated Professor.

From 1988 to 2005 held different positions in customs authorities of the Republic of Belarus, including from 1998 – position of the Deputy Chairman of the State Customs Committee of the Republic of Belarus and from 2008 – the First Deputy Chairman of the State Customs Committee of the Republic of Belarus. In 2011 he was appointed to the position of the Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Republic of India, from February, 2012 – Member of the Board (Minister) for customs cooperation of the Eurasian Economic Commission.

Vladimir Goshin took an active part in development of international relations of the Republic of Belarus, work of international organizations, the Commission of the Customs Union, wide range of bilateral relations commissions with foreign countries, the Commission of international technical assistance, etc.

He participated directly in preparation and conclusion of intergovernmental agreements of the Republic of Belarus in customs sphere in the framework of CIS and with Vietnam, Italy, Iran, Latvia, Libya, Poland, Slovakia, Czech Republic, Estonia. He also coordinated elaboration of the Customs Code of the Republic of Belarus, the Customs Code of the Customs Union, a range of drafts of laws, regulations and other legal acts in the sphere of customs regulation.

In 2002 he was awarded the Medal of Honour of the World Customs Organization, in 2007 – the Certificate of Merit of the National Assembly of the Republic of Belarus.

Vladimir Goshin is the author of a number of scientific works on European and Belarusian customs legislation, international customs law. Study guides “Fundamentals of Customs Affairs”, “European Customs Law”, Comments on the Customs Code of the Republic of Belarus, etc. were published under his editorship.
