ACTUAL ISSUES OF COOPERATION BETWEEN THE EURASIAN ECONOMIC UNION AND THE WORLD CUSTOMS ORGANIZATION IN THE FRAMEWORK OF EURASIAN INTEGRATION

IV International Scientific and Practical Conference «Actual issues of customs in the Eurasian Economic Union» began its work at the Russian Customs Academy. The organizer is the Customs Faculty of the Academy.

The scientific event was attended by representatives of the Eurasian Economic Commission, officials of the customs authorities, the CIS member states, the EEU, specialists in the field of customs and trade, scientific and pedagogical staff, students and graduate students of educational and scientific organizations, representatives of foreign organizations.

The conference was devoted to the issues of managing international cooperation and analytical activities of customs authorities; classification of goods for customs purposes; carrying out customs examination; customs payments, practical aspects of the institution of customs declaring; efficient use of human resources in the customs authorities; trade facilitation, as well as digitalization of customs authorities activities, etc.

On behalf  of the Eurasian Economic Commission (EEC, Commission), the event was attended by Sergei Mozer, Deputy Head of the Advanced Customs Technologies Division of the Department of Customs Legislation and Law Enforcement Practice, Ph.D. His report was devoted to «Actual issues of cooperation between the Eurasian Economic Union and the World Customs Organization in the framework of Eurasian integration».

Sergei Mozer noted that the interaction between Commission and the WCO actually began in 2014. To date, the Commission has established stable and effective relations with the WCO and has become recognizable in the international customs community. The EEC experts take part in sessions of various WCO working bodies, which allows specialists of the customs block of the Commission to get acquainted with important developments in the field of customs, best practices in customs regulation, as well as share their experience with the WCO member states in improving customs regulation instruments and tools. He noted that the ongoing work is associated with the implementation of the Strategic Directions for the Development of Eurasian Economic Integration until 2025 in terms of cooperation with the WCO. In this vein, it is important to continue such cooperation.

Along with this, the EEC representative dwelled on the WCO legal instruments and tools, the issues of developing the institution of digital customs, as well as the work carried out in the Commission to analyze the level of development of customs regulation in the Member States of the Union, including on the basis of the WCO approaches. The report aroused interest among the conference participants.

Based on the results of the Conference, it is planned to publish the articles of the winners in the nominations of the sections in the collection «Scientific Works of the Russian Customs Academy», which will be placed in the electronic library of the Russian Customs Academy and included in the Russian Science Citation Index (RSCI).
