INTERNATIONAL LEGAL STATUS OF OBSERVERS IN THE WORLD CUSTOMS ORGANIZATION

Dear friends and colleagues!

We continue the series of publications dedicated to the activities of the World Customs Organization (WCO, Organization). This time we bring to your attention an analytical review “International legal status of observers in the World Customs Organization”. The author of the study is Sergei Mozer, Ph.D, Senior Researcher at the Research Institute of the Russian Customs Academy.

It should be noted that today the efforts in the field of international activities of the Eurasian Economic Union (EEU, Union) and its Member States are focused on the development of interaction, including with the WCO. At the same time, for the customs block of the Eurasian Economic Commission (EEC, Commission), this is a key and strategic area of ​​cooperation. The main directions of the international activities of the Union provide for interaction with the WCO through participation in its activities.

Further participation of the EEU in the activities of the WCO working bodies with the active support of the Customs services of the Member States of the Union, in our opinion, is associated with the implementation of the Strategic Directions for the Development of Eurasian Economic Integration until 2025, approved by the heads of the Member States of the Union at a meeting of the Supreme Eurasian Economic Council on December 11, 2020.

Studying the topic of the legal status of the Union in the WCO, we examined the history of the issue, existing approaches, as well as the legal provisions of the Organization governing legal relations with observers. As a result, an analytical review was prepared, which in a complex reveals the specifics of the legal status of observers in the WCO.

We express the hope that the brief analysis of the existing approaches of interaction between the Organization and observers, as well as the classification of entities (subjects) that can be granted such a legal status, presented to your attention, is a matter of interest from a scientific and practical point of view. We believe that the analytical review can be used by researchers, experts of the EEC and the EEU Member Countries, whose competence is to build mutually beneficial relations between the Union and the WCO.
