On October 19, 2023, it was opened the IV All-Russian scientific and practical conference “Ensuring economic security in the context of digitalization of customs authorities and Eurasian integration”. The organizer of the event is the North-West Institute of Management of the Russian Academy of National Economy under the President of the Russian Federation, Faculty of Security and Customs.
Within the framework of section 1 “Strategic development of the customs sector” (see program), Sergei Mozer, Ph.D., Deputy Head of Division of Advanced Customs Technologies of the Department of Customs Legislation and Law Enforcement Practice of the Eurasian Economic Commission (EEC, Commission) presented a report “Actual issues of creating and developing tools for implementing the “single window” mechanism in the system of regulation of foreign economic activity in the EAEU member states.”
During his speech, he focused on the legal issues of creating a “single window” mechanism in the Union member states, including strategic documents, such as the Main directions for the development of the “single window” mechanism in the foreign trade regulation system, the Action Plan for their implementation, as well as the Reference models of the national “single window” mechanism in the system of regulation of foreign economic activity.
As part of the report, he described the main elements of the Action Plan for the implementation of clause 9.4. of Strategic directions for the development of Eurasian economic integration until 2025 in terms of the Commission and the countries of the Union work to develop priority tools for implementing the “single window” mechanism.
Special attention was paid to the EEC export work and the preparation of acts of the Union bodies that ensure the regulatory consolidation of priority instruments for the implementation of the national single window mechanism, as well as the draft Conceptual approaches to constructing a Data Matrix.
Sergei Mozer focused on the practical aspects of implementing the Single Window mechanism, voicing China’s successful experience in implementing digital solutions in the activities of customs authorities in the context of improving the Single Window mechanism.
Along with this, the speaker drew attention to the legal instruments and tools of the World Customs Organization, which regulate the development of the “single window” mechanism, as well as the introduction of advanced customs technologies.
The organizers of the scientific event thanked the Commission representative for his participation and expressed hope for further cooperation.
