Issues of customs cooperation between the countries of the Eurasian Economic Union and the People’s Republic of China were considered at a meeting of the Working group at the headquarters of the Eurasian Economic Commission. It was attended by representatives of the customs block of the Commission and authorized bodies of the Union countries.
In the current conditions of the development of Eurasian integration, building productive relations with the PRC is an urgent area of work for developing the trade and economic potential of the Union States. At the same time, customs cooperation is given an important role in terms of organizing effective customs regulation and trade facilitation.
The experts of the Working group determined the list of issues for discussion with Chinese partners at the upcoming meeting of the Subcommittee on Customs Cooperation. Among them are the development of the institution of digital (smart) customs and the introduction of advanced customs technologies, the exchange of information on strategic documents and concepts of such customs, electronic customs transit, as well as the exchange of information on goods and vehicles for customs purposes.
Note: Agreement on economic and trade cooperation between the Eurasian economic union and its Member states, of the one part, and the People’s Republic of China, of the other part, was signed on May 17, 2018 and entered into force on October 25, 2019.
Chapter 6 of the Agreement covers such legal institutions of customs regulation as customs value, classification of goods, risk management, temporary importation of goods and processing in the customs territory, release of goods, “single window”, coordinated border management, authorized economic operator, as well as issues of customs cooperation , application of information technology, customs infrastructure, preliminary decisions, information exchange, etc.
