In 2011, the WCO launched the Knowledge Academy for Customs and Trade, or Summer Academy for short. Over the past four years, the summer academy has grown to include more than 150 delegates from the public and private sectors and the overall comments and observations from participants have been very positive. Various modules are offered within three learning tracks, which are focused on the principal work of the WCO, namely Tariff & Trade Affairs (HS, Rules of Origin, Valuation), Trade Facilitation (Trade Facilitation Agreement, WCO Data Model, and AEO/SAFE), both targeted towards the private sector, and finally, a third track designed for WCO Member administrations.

In addition to the classroom training and plenary sessions, the participants will travel to the Port of Rotterdam for a tour of the Port of Rotterdam and the Dutch Tax & Customs Museum.

In terms of infrastructure, there will be more than thirty speakers, trainers, and facilitators involved over the two week period. Most of these facilitator/trainers are WCO staff, and all are experts in their respective fields. Likewise, there will be external experts invited to address the participants during the training courses. These speakers hail from organizations such as the World Trade Organization (WTO), the International Monetary Fund (IMF), the Organization for Economic Co-operation and Development (OECD), and the International Chamber of Commerce – World Chambers Federation (ICC-WCF).

From the private sector, recognized experts in Supply Chain Security, legal experts in international trade and regulatory laws, and legal advisors on international corporate tax and transfer pricing issues will present during the sessions for both Member administrations and the private sector.

This year’s summer academy will be preceded by the Regional Integration Conference. As 2015 has been designated the year of “Coordinated Border Management”, this conference will be the perfect start to set the tone for the balance of the academy.
