Development of the WCO Digital Customs Institute in the framework of international customs cooperation

On April 18, 2019 a discussion-lecture was held on the topic «Development of the WCO digital customs institution in the framework of international customs cooperation». The event was organized for students of the Customs Faculty of the Russian Customs Academy in the field of study «International cooperation of customs administrations». The lecture was held by Sergei Mozer, Deputy Head of Division of Advanced Customs Technologies, Department of Customs Legislation of the Eurasian Economic Commission (EEC, Commission).

As a contact person for interaction with the World Customs Organization (hereinafter – WCO) of the customs bloc of the Commission Sergei Mozer revealed the main areas of work of various WCO bodies for the development of the digital customs institute. In particular, he expressed his point of view related to working materials on digital customs of the WCO Council, the Policy Commission, the Permanent Technical Committee, the Information Management Sub-Committee, the Enforcement Committee, the Capacity Building Committee, the Working Group on Electronic Commerce.

Special attention was paid to the analysis of the Digital Customs Maturity Model developed by the WCO Secretariat with the participation of delegates of the Organization’s Member states. Students of the Customs Faculty also got acquainted with the scientific and practical approaches to the formation of digital customs in the WCO, as well as recommendations for its modernization.

It should be noted that within the framework of the productive cooperation of the Faculty with the customs block of the Commission, students of the Academy, along with annual practice in the EEC, become familiar with the practical aspects of international customs cooperation between Eurasian Economic Commission and the World Customs Organization.
