V All-Russian Scientific and Practical Conference «Features of state regulation of foreign economic activity in modern conditions»

On November 15, 2018, the Rostov branch of the Russian Customs Academy opened the V All-Russian Scientific and Practical Conference «Features of state regulation of foreign economic activity in modern conditions». The conference was organized by the Rostov branch of the Russian Customs Academy with the traditional participation and support of the Russian Customs Academy, the South and North Caucasus Customs Administrations.

At the opening of the conference, Vice Rector-Director of the Rostov branch of the Russian Customs Academy, Doctor of Technical Sciences, Associate Professor  Mr. Petr Bashly delivered a welcoming speech from the Head of the Russian Customs Academy, Doctor of Economic Sciences, Professor Vladimir Mantusov, who emphasized the importance of the conference as an effective platform for the exchange of experience, opinions, problems and expert search for effective solutions in the field of foreign economic activity.

Mr. Bashly outlined a wide range of issues of the scientific-practical conference, including legal, technological and economic support of electronic customs and electronic declaration centers; legal restrictions for the development of the digital economy contained in the law of the Eurasian Economic Union and many others.

Welcoming words to the participants and guests of the conference were addressed by: Deputy Head of the Southern Customs Directorate – Head of the Customs Control Service after the release of goods, Colonel of the Customs Service Mr. Vitaly Ebel; Deputy Southern Transport Prosecutor, Senior Counselor of Justice Mr. Igor Rakhmatullin; Minister of Economic Development of the Rostov Region Mr. Maxim Papushenko.

The honorary guests of the conference were representatives of the Eurasian Economic Commission: Mr. Mukai Kadyrkulov, Member of the Board (Minister) for Customs Cooperation, and  Mr. Sergei Moser, Deputy Head of the Advanced Customs Technologies Division of the Department of Customs Legislation, Ph.D. in Law

In the framework of the plenary session the following reports were heard: M.A. Kadyrkulov «Improving the tools of customs regulation in the EEU Member States in the modern conditions of Eurasian integration»; S.V. Moser «Improving Customs Regulation in the Eurasian Economic Union in the framework of cooperation of the Eurasian Economic Commission and the World Customs Organization».

The plenary session was completed by the report of the Associate Professor of the Department of Customs Operations and Customs Control of the Rostov branch of the Russian Customs Academy, Candidate of Economic Sciences, Associate Professor Mrs. Svetlana Solionaya «Analysis of the foreign economic activity of the Rostov region in the framework of the EEU: directions for development and ways to improve».

Within the framework of the first day of the conference – November 15, 2018, it has been held the meetings of section №1 «Perspective information technology and organizational technologies of customs regulation in modern conditions», section №. 2 «State regulation of foreign economic activity: practice and areas of improvement in the transition to a digital economy», Section number 4 «Actual problems of commodity research and examination of goods for customs purposes».
