WCO supports the State Customs Committee of the Republic of Belarus in developing IT to allow automated release of goods in transit

In the period 19-23 March 2018, the WCO delivered a National Transit Workshop in Belarus with the objective of assisting the State Customs Committee of the Republic of Belarus in developing IT to allow automated release of goods in transit. The workshop was organized with the support of the German Customs Cooperation Fund.

A team of WCO technical and operational advisers on transit successfully conducted a scoping mission, provided the beneficiary with detailed information about the WCO Transit Guidelines as a tool for implementing efficient transit regimes and presented practical experiences from EU Members States and other Contracting Parties to the Convention on a Common Transit Procedure on the use of New Computerized Transit System (NCTS) as an IT tool for simplification of the formalities in the transit procedure.

The mission team was informed about the present transit procedure in Belarus and the plans for future improvements, conducted visits to one inland and one border Customs office and met representative of the private sector.

Based on the information provided during the Workshop discussions, the State Customs Committee of the Republic of Belarus was advised to carry out an analysis of the current situation in relation to the WCO Transit Guidelines and to prepare a road-map for developing IT for further simplification in transit that will allow automated release of goods placed in transit procedure.
