Dear friends,

In the context of expert work in the Eurasian Economic Commission on the implementation of the Strategic Directions for the Development of Eurasian Economic Integration until 2025 in terms of cooperation with the World Customs Organization (WCO), I bring to your attention previously completed studies on the membership of the Eurasian Economic Union in the WCO, as well as accession to fundamental legal instruments and tools of this international organization.

WCO WORKING GROUP ON PERFORMANCE MEASUREMENT DELIVERS THE FIRST VERSION OF THE WCO PERFORMANCE MEASUREMENT MECHANISM

The development of a single methodology (mechanism) for assessing the effectiveness of customs activities on a global scale, in our opinion, is of interest to the analytical departments of customs authorities and the scientific community. Previously, we conducted a separate study and described the approaches of the World Customs Organization (WCO), the EU, as well as our vision of such a methodology within the framework of assessing the level of development of customs regulation in the Eurasian Economic Union (see Mozer  Sergei. WCO CONFERENCE. CUSTOMS INSIDE ANYWHERE, INSIGHTS EVERYWHERE. PRESENTATION OF CUSTOMS OF THE NETHERLANDS

In the period from October 18 to 20, 2022, a conference of the World Customs Organization was held in Maastricht, the Netherlands, under the theme “Driving Customs performance with data and technology in the changing landscape of global trade”. The Technology Conference was aimed at exploring technology-supported solutions enabling Customs to operate in a fully digital environment and create an operating model that captures and exploits data from across the trade ecosystem.

JOINT WCO-UPU GLOBAL CONFERENCE «CHALLENGES AND OPPORTUNITIES FOR CROSS-BORDER E-COMMERCE THROUGH CUSTOMS AND POSTAL COOPERATION»

On June 6-8, 2023 the conference is jointly organized by the WCO and the UPU, hosted by the Japan Ministry of Internal Affairs and Communications, Japan Customs and Japan Post, under the theme “Challenges and opportunities for cross-border e-commerce through Customs and Postal cooperation” as a first significant and symbolic step under the new Agreement. Japan has also shared its willingness to host the event to contribute to promoting cooperation between Customs and Designated Operators (DOs) at international and national levels.

SECOND EDITION OF THE WCO COMPENDIUM ON GENDER EQUALITY AND DIVERSITY IN CUSTOMS

Since the information resource «Russian Customs Academy: SCIENCE» regularly publishes legal instruments and tools of the World Customs Organization (WCO), we could not ignore the updated «WCO Compendium on Gender Equality and Diversity in Customs ». The Compendium  and the corresponding information was published on 03/08/2023 on the WCO website and are interesting in terms of understanding what issues the WCO is dealing with in the direction of “capacity building”, as well as within the framework of courses “English for customs officers” at universities.
